Balancing the Value of DERs Between Utility, DER Operators and End-Customers
Utility industry leaders will discuss the challenges integrating Distributed Energy Resources (DER) and Demand Response while maximizing the value derived from DERs to multiple stakeholders: customers, DER operators, DR program participants and the utility. The panel will discuss ways to align DR and DER programs to support decarbonization, transport and building electrification as well as customer energy choice.

Ted Reguly
Director, Growth and Technology Integration
San Diego Gas & Electric
Ted Reguly is Director, Growth and Technology Integration at San Diego Gas & Electric. He is responsible for overseeing SDG&E's growth in non-traditional utility areas, including energy storage, microgrids, distributed energy resources and other areas as they relate to SDG&E's leadership in clean, safe, reliable energy delivery. For the past four years Ted has also served as Director of Renewables Operations at Sempra Utilities, in which capacity he is responsible for the operations of Sempra US Gas and Power's renewable fleet.
Prior to his current position, Ted was Director of Transmission and Substation Operations at SDG&E, where he oversaw the construction and maintenance of the utility's transmission and substation facilities, including construction of capital and aging infrastructure projects in addition to maintenance for state and federal compliance standards. He has also held the position of director of Customer Programs and Assistance at SDG&E, responsible for overseeing the development, implementation and integration of comprehensive customer offerings related to energy efficiency, demand response and customer assistance. Ted holds a Bachelor's degree in mechanical engineering from California State University-Long Beach, and an MBA in finance from San Diego State University.
Mark Esguerra, P.E.
Director, Integrated Grid Planning, Grid Integration and Innovation

Mark Esguerra has been with Pacific Gas and Electric Company (PG&E) over 18 years where he has held various leadership positions within the company. This includes 13 years in PG&E's Electric Transmission Planning Department where he was responsible for shaping the transmission planning and generation interconnection processes to support expansion and reinforcement of the transmission grid. Mark was also the Manager of PG&E's Generation Interconnection Department where he managed the distributed generation interconnection process, as well as led process improvements to streamline the interconnection of residential and commercial roof top solar, including behind-the-meter energy storage interconnections. Currently, Mark is the Director in PG&E's Integrated Grid Planning team in the Grid Integration and Innovation Organization where he leads the development and implementation of various DER integration activities, including the Distribution Resources Plan (DRP) and Integrated Distributed Energy Resources (IDER) proceedings.
Vibhu Kaushik
Director, Grid Technology and Modernization
Southern California Edison
As the Director of Grid Technology and Modernization at SCE, Vibhu leads SCE's strategic roadmap for grid modernization, and serves as SCE's leader in applied research and grid modernization, leading industry groups and external stakeholders on industry initiatives, research activities, standards and cooperative projects. He also leads SCE's technical efforts in deployment of emerging technologies including key integrated pilot demonstration projects.
Prior to joining SCE in 2011, Vibhu was section head for generation operations planning group at Manitoba Hydro's system control center in Canada, where he lead the team responsible for generation reliability, generation modeling and optimal utilization, and outage management functions.
Vibhu earned a bachelor's degree in mechanical engineering from Indian Institute of Technology, Delhi, India, and a master's degree in mechanical engineering from University of Manitoba, Canada. He is also a registered professional engineer. He is currently pursuing an executive MBA from UCLA Anderson.
Andrew Dillon

Andrew Dillon is a Senior Principal with West Monroe Partners in the Energy & Utilities Practice, providing advanced solutions to the energy industry for over twenty years in the areas of DER Integration, energy IoT, smart inverters and DER data analytics. Andrew has been involved in the program delivery and architecture of multiple large grid modernization and advanced DER integration projects throughout his career. Prior to joining West Monroe Partners, Andrew was a founder of the advanced smart grid company Varentec where he implemented a pioneering DER Integration and Grid Edge Control solution at major electric utilities around the world, winning the Greentech Media Innovation Award in 2013 and the Utility Technology Challenge in 2012. Andrew has co-authored patents on distributed grid control and smart inverter technologies to optimize distribution networks, earned his Bachelor of Science in Electrical Engineering from the University of Illinois at Urbana-Champaign and a Masters in Communication Technology from University of Texas Austin. As an owner of two EVs and rooftop solar on his home, Andrew is an enthusiastic supporter of a sustainable energy future.
