Auto-DR Applications and Initiatives at Municipal Utilities

Municipal utilities are intricately embedded in the communities they serve. This session looks at case study profiles of municipal DR programs, and how DR is being used as a foundation in the move toward integrating and managing distributed energy resources. We will look at the technologies and sectors that are being targeted by DR programs focusing on the status of ADR and OpenADR adoption and will discuss utility perspectives on programs and projects that more broadly include DERs in their service territories. We will examine how experience in demand response programs help inform and enable utilities to layer on additional DERs such as electric vehicles, thermal storage and more. The case study of Ft. Collins Utility is one such municipal utility that will be discussed in this light.

Dr. Pablo Bauleo is a member of the Energy Services Team at Fort Collins Utilities. He works on demand side management, being in charge of the Peak Partners Program, which currently has approximately 4000 participants. The Peak Partners program is a portfolio of responsive resources -- namely grid-connected electric water heaters (via cellular networks) and grid-connected HVAC systems (via Wi-Fi). An OpenADR head-end is also available for participation of large commercial and industrial facilities. Prior to his current position, Pablo was a research scientist at Colorado State University for six years, and before that he was a staff scientist at the Atomic Energy Commission in Argentina. Pablo's background is in physics, but his interests include geographical information systems, project management, information technology, energy management, demand side management, advaced metering unfraestructre (AMI) and smart grid. He holds a PhD in physics from the University of Buenos Aires.

As Senior Project Manager at Energy Solutions, Ms. Wang designs and manages a variety of programs in the Demand Response and Distributed Energy Resources practice area. She provides deep expertise relating to demand response, HVAC and LED lighting solutions, and demand-side integration. She managed and co-developed PG&E's automated demand response (ADR) Program, which provides incentives for controls and communication equipment to non-residential customers to help facilitate demand response. For Southern California Edison, she pioneered the design and implementation of an upstream ADR pilot -- which provided incentives to HVAC distributors and contractors to install ADR-enabled commercial HVAC equipment. Recently, she led a review of existing control capabilities of variable refrigerant flow systems for DR participation, with respect to Title 24 compliance and California ADR Program eligibility. Ms. Wang has authored numerous reports on demand side management (DSM) resource planning, utility program evaluation, and demand response. As a principal at Rocky Mountain Institute, Ms. Wang led projects in the areas of automated demand response, utility resource planning, DSM program best practices, potential studies, distributed generation economics, and electric vehicles.
